The Utah State Senate completed a set of procedural actions to begin the special session called by Gov. John M. Huntsman Jr. Senator Hickman moved to adopt the Senate rules and joint rules of the 2008 general session for use in the special session; the motion was adopted by voice vote as declared by the president.
Senator Hickman then moved to suspend the reading of long and short titles of bills and resolutions introduced during the special session, a motion that requires a two-thirds vote. The president announced more than two-thirds of members were present and the suspension was declared adopted; senators may still request the reading of any long or short title.
The president appointed Senator Knudson, Senator Bell and Senator Goodfellow to a committee to wait upon the governor and named Senator Walker, Senator Stoll and Senator Davis to meet with a House committee and notify the House that the Senate is organized and ready to do business. Representative Tilton of the House reported the House was organized and ready as well.
Finally, the Senate approved a motion to adjourn the floor until 9 a.m. the following morning and directed members to caucus and begin committee meetings at 10:30 a.m.; the body was declared adjourned by voice vote.
Next steps: appointed committees will meet as directed; committees will review the materials distributed by leadership and return recommendations to executive appropriations for further action.
