Utah Senate convenes extraordinary session and consents to governor's appointments

SALT LAKE CITY — The Utah State Senate convened at the State Capitol on Oct. 14, 2008, after a gubernatorial proclamation calling the 12th extraordinary session for the purpose of considering appointments made since the close of the 2008 general session.
The reading clerk read the governor's proclamation, which cited Article 7, Section 6 of the Utah Constitution as authority for the special session. Gary R. Herbert, the lieutenant governor, certified the proclamation and stated that the Senate membership had not changed since the regular session.
Senator Hickman moved to adopt the Senate rules for the extraordinary session; the motion was adopted without debate. Later in the docket, Senator Hilliard moved that the Senate consent to the governor's transmitted appointments. The motion carried; the transcript records "Motion to consent to the governor's appointments passes" and records a tally of "24 yes votes, 0 nay votes." The clerk's earlier roll call had shown "21 being present, 8 being absent," and the transcript records several named senators in the appearance exchange.
The communication from Governor John M. Huntsman Jr., read by the clerk, listed appointments and reappointments to a range of state boards and commissions, including reappointments and replacements for the Committee of Consumer Services, the Utah Valley University Board of Trustees, the Utah State University Board of Trustees, the Utah College of Applied Technology Board of Trustees, the Utah Digital Health Service Commission, the Utah Arts Council Board, the Board of Child and Family Services, the Board of Substance Abuse and Mental Health, and the Utah Athletic Foundation board. The reading gave the names as transcribed in the clerk's communication (full list in the official record).
Senators did not debate the merits of the slate during the session. After the vote, the governor's representative reported that the committee had concluded its business and had no further items for the Senate.
The Senate adjourned after brief announcements about flu shots and caucus lunches.
