"What the amendment does is... a local highway authority may reduce the speed at the signalized intersection to 20 miles an hour," Greiner said on the floor.
Senator Dayton, who carried the amendment for the House sponsor, said the change came after meetings with the House sponsor and local law enforcement and would resolve a problem where a local road could not currently permit a school-crossing speed reduction at certain intersections; sponsors said the amendment is intended as a practical, local‑control fix.
The Senate recorded a vote of 27 "yea," 0 "nay," and 2 absent; House Bill 103, as amended, will be returned to the House for their further action.
