Senate adopts conference committee report; Second Substitute Senate Bill 22 (Vehicle Amendments) advances to House

The Utah Senate on Feb. 19 adopted the conference committee report and passed the first substitute of Second Substitute Senate Bill 22, a package of vehicle amendments, sending the bill back to the House.
Senator Greiner, a member of the conference committee, told the Senate the House had receded from its amendments and said the committee recommended the bill as replaced. The Senate then moved to accept the conference committee report.
Following a roll-call vote, the presiding officer announced that the second substitute of Senate Bill 22 had received 20 yeas, 0 nays and 9 absences. The bill will be returned to the House for further action.
The floor clerk also reported other transmittals earlier in the session: the Speaker of the House had signed and transmitted several enrolled measures, including Substitute Senate Bill 31 (Utah Residential Mortgage Practices and Licensing Act), Substitute Senate Bill 117 (Advanced Health Care Directed Act Amendments) and other bills; the House had passed various House bills and joint resolutions that were referred to committees or transmitted for the Senate's consideration.
The Senate scheduled and completed routine business before moving to a time certain appearance later in the morning.
The Senate did not record amendments to the bill during floor debate, and no individual roll-call records beyond the overall tally were entered into the body’s spoken record during the session.
