Utah Senate adopts interim rules, names committees and reads more than 100 bills for first reading

During the 2009 organizational session the Utah Senate appointed committee memberships, adopted the prior session's rules as interim rules, employed session staff and had the reading clerk enter more than 100 bills and resolutions on first reading to be referred to the Rules Committee.
The Utah State Senate completed its organizational business by appointing standing committees, adopting interim rules, employing session staff, introducing interns and reading the session's first bills by short title.
The presiding officer appointed members to the Rules Committee and other standing committees; Senator Dayton moved that the Senate adopt the 2008 Senate rules for the new legislature with the understanding that changes would be proposed and adopted soon. The motion passed by voice vote and the rules were adopted for interim use.
Senators introduced session staff, including sergeants at arms, pages, docket and computer staff, public information officers and full‑time Senate administrative staff. A motion to employ the listed staff for the 2009 General Session was moved and carried unanimously.
The reading clerk read the short titles of more than 100 measures for first reading (examples include Senate Bill 10, Department of Community and Culture State‑Owned Art Inventory; SB 24 Early Voting Amendments; SB 40 Lawful Presence Verification for driver licenses; SB 43 Insurance Coverage for Autism Spectrum Disorders; and many others). Those bills were noted as having been read for the first time and were referred to the Rules Committee for committee assignment and scheduling.
Before recessing for a joint convocation with the House to hear the State of the Judiciary, senators were given notices of caucus and Rules Committee meeting times. The Senate recessed until 2:15 p.m. to attend the joint convocation.
