Senate advances online voter registration; sponsors emphasize signature verification

Senate Bill 25, which would authorize an online voter registration system, advanced on the Senate floor after sponsors adopted clarifying amendments describing how signatures and identification would be used for verification.

Sponsor Senator Knudson said the system would allow citizens to register online by submitting a signature drawn from the driver-license or identification-card records, and that the legislation would require the online platform to provide notices about presentation of identification. He said a number of states already use similar systems and that they report few problems.

During floor discussion, senators asked whether the signature-on-file approach could accommodate voters without a driver’s license or identification card; the sponsor said the bill relies on the driver-license/ID-file because that source includes age and identification attributes and that other forms were not considered in the draft. Senator Madsen asked whether states using comparable systems had encountered problems; sponsors said they had not heard of significant issues and indicated Washington and Arizona as examples.

The Senate adopted amendment number 2 (and a related first amendment incorporated in staff work) clarifying that the statutory references to a "signature" are required and that system notices must be provided. After debate and amendments, the Senate voted 25–2–2 to place SB 25 on the bottom of the third-reading calendar for a later final vote.

Next steps: SB 25 will be scheduled for third-reading consideration; sponsors and clerks will monitor fiscal notes and implementation details for the registration portal.
