Senate advances bill to extend state financial transparency to local governments

Senators moved First Substitute Senate Bill 18 forward after a floor presentation outlining plans to extend Utah's state financial-transparency website to political subdivisions.
Sponsor Senator Niederhauser said the state launched a transparency board and, working with Utah Interactive and the Division of Finance, built a searchable public site. He described a staged plan: beginning July 1 the transparency board will add three members representing affected political subdivisions; school districts, transit districts and charter schools would have an option to upload data or use the state site; and the rollout windows for political subdivisions were described as May 15 (state), then May 15/30/31 for uploads by various entity types.
Senator Stevenson and others praised the proposal as bipartisan and likely to reduce fraud by putting financial records online and making them searchable; Senator Stevenson cited reports from auditors that greater public access could deter improper activity. Senator Jenkins said stakeholders including county commissioners raised expense concerns, but sponsors said the state portal minimizes local cost because subdivisions can upload rather than build their own search engines.
The Senate voted to place First Substitute SB 18 on the third-reading calendar; the clerk recorded the bill receiving 26 yea votes, 0 no votes and 3 absent. The bill will remain in the legislative process as it moves toward final consideration and further debate.
