Senate roundup: governor signings, committee assignments, awards and several bills advanced

Salt Lake City — At the start of the floor session the Senate clerk read communications that Governor Gary R. Herbert signed multiple bills and transmitted them to the Lieutenant Governor, including appropriations and education-related measures. The body adopted Rules Committee and standing-committee reports and reassigned or placed a number of bills on calendars for future readings.
Senator Stahl presented a citation honoring Milford High School teacher Andy Schwab and participating students for a school renewable-energy program credited with helping attract wind development in Milford Valley. The Senate applauded the students and presented symbolic rulers as recognition.
Procedurally, the Senate assigned many bills to standing committees and approved motions to move House Bill 294 to the top of the calendar for discussion. The chamber also adopted motions to reassign House Bill 270 to the ethics committee and to uncircle and move House Bill 294 to the top of the second-reading calendar.
Final-floor dispositions included advancing: second substitute SB99 (water-companies change-of-point provisions) to third reading (16–9); SB160 (Utah State Developmental Center access) to third reading (22–3); first substitute SB69 (CEU affiliation with Utah State University) to third reading (24–0); HB294 (health systems reform) to third reading (20–5); and second substitute SB274 (online pharmacy amendments) to third reading (25–0). House Joint Resolution 13 recognizing community councils passed unanimously 23–0 under suspension of the rules and will be signed by the president in open session and returned to the House.
The Senate adjourned and will reconvene at 9:30 a.m. Monday.
