Senate amends and approves SB11 to clarify Open Meetings requirements for interagency worker-classification coordination

The Utah Senate on Day 4 adopted an amendment to First Substitute Senate Bill 11 and then passed the measure to the House. Senator Maine, sponsor of the amendment and the substitute, said the change ‘‘is only a clarification for the Open Meetings Act’’ to align agendas with practice and to reflect conversations with lawyers and reporters.
SB11, described on the floor as a mechanism for department heads to coordinate, share information and promote conformity in enforcement of worker classification issues, was amended to clarify how meeting agendas and notices comply with the Open Meetings Act. After a voice vote adopting the amendment, the Senate waived final summation and passed the amended first substitute on a roll call vote of 27 yeas, 0 nays and 2 absences. The bill will be referred to the House for its consideration.
Supporters said the bill improves interagency coordination without changing underlying enforcement authority; no recorded floor opposition was offered during debate. The Senate made no additional changes before forwarding the substituted and amended measure to the House.
