Senate adopts substitute for alcohol bill, keeps Sunday beer-sales restriction out

Senate Bill 314, an alcohol beverage amendment package, was removed from the circle, substituted with a first substitute, and circled for further consideration.
Senator Valentine moved to delete the title and body of SB314 and replace it with a first substitute. In outlining substantive changes, Valentine said the substitute: (1) adds ski resorts back into coverage; (2) provides for fiscal-note language designed to be revenue neutral; (3) clarifies discounted-beer rules to match other alcoholic beverages and prohibit discounting; and (4) allows online training and online certification and sets a process for verifying the identity of those undergoing online training. "Not in there, however, is one that some of you have been asking about, and that is the Sunday opening of a non‑restaurant beer sale...A non restaurant beer sale open on Sunday is not in the bill, and it's my intent to resist any attempt to put non restaurant breweries into Sunday openings," Valentine said on the floor.
The Senate approved the substitution and later voted to circle the first substitute for further review; the sponsor said the bill will be circled to allow the body and fiscal analysts to catch up on the fiscal note that accompanies the bill’s appropriation language.
