Utah Senate clears wide slate of House and technical bills, moves several to third reading

On the consent calendar, the Senate approved housekeeping measures including House Bill 186 (technical revision changing 'monies' to 'money') and House Bill 213 (statutory construction amendments); both were returned to the House for the Speaker’s signature.
The chamber also passed House Bill 41, which adjusts State Capitol Preservation Board rental rates and fee schedules effective for the 2011 session, with proceeds earmarked to dedicated credits. House Bill 30, which removes redundant language relating to the Election Officials Fund, and House Bill 12, addressing personal-injury-claim affidavit requirements for presumed personal representatives, also passed on roll-call votes.
Lawmakers approved House Bill 25, a mineral-and-petroleum-literacy education bill that sponsors said will supply schools with instructional materials paid for from an oil-and-gas mining fund rather than the general education fund.
Senators approved workers’ compensation rate flexibility in House Bill 27, allowing insurers to offer tiered intra-company rating structures, and advanced business-entity merger provisions in House Bill 29 that permit different entity types (for example, LLCs) to merge under specified conditions.
Several other measures, including House Bill 39 (technical changes to water-rights applications), House Bill 43 (errors-and-omissions coverage rules for insurance producers), and House Bill 188 (permitting the Labor Commission to use electronic technology), were passed and scheduled to return to the House for final processing.
