Senate reads dozens of bills for the first time, refers measures including budgets to Rules Committee

The Senate clerk read the short titles of a wide set of Senate bills (including budget bills SB 4–SB 8 and many policy measures). The items were read for first time and referred to the Rules Committee for committee assignment and further action.
On the morning the Senate opened for its 2012 general session the reading clerk announced the short titles of a large slate of bills and resolutions. Items read included the business, economic development and labor budget (SB 4); executive offices and criminal justice budget (SB 5); infrastructure and general government budget (SB 6); National Guard, veterans affairs and legislature budget (SB 7); and social services budget (SB 8), among many others across policy areas such as education, public safety, taxation and environmental management.
The clerk read more than 100 short titles (SB series plus several SCR and SJR items). The presiding officer instructed that "Those bills having been read for the first time will be referred to the rules committee." A single late bill was also noted and added to the referral list. No committee hearings or policy debate on the bills occurred during this session; the readings were procedural first readings.
