Utah Senate consents to governor's slate of appointments, adopts rules and adjourns sine die

The Utah State Senate met in an extraordinary session on Oct. 15, 2012, called by Governor Gary R. Herbert to consider gubernatorial appointments and other brief business. The governor's proclamation cited Article VII, Section 6 of the Utah Constitution and scheduled the session to consider appointments made since the close of the 2012 general session.
After establishing a quorum, the Senate adopted the rules of the general session for use in this extraordinary session on a motion to adopt the rules. A committee (Senators Jerry Stevenson, Reid and McAdams) was appointed to notify the governor's representative that the Senate was in session.
The reading clerk transmitted a list of appointments for Senate consent, including Olivia Vela Agraz (Alcoholic Beverage Control Commission), Kay Wayne Cushing (Private Activity Bond Review Board), James Paul Davidson, Nina R. Barnes (State Board of Regents), Alex Butwinski (Quality Growth Commission), Holly Joy Richardson (State Records Committee), Wesley G. Smith (Utah Digital Health Service Commission), Mark A. Van Orden (Department of Technology Services), and several reappointments (Scott Douglas Barlow, Nancy Stegers, Jan Root, Mark F. Probst). The Senate Education Confirmation Committee reported a favorable recommendation for Nina R. Barnes; Sen. Aaron Osmond (committee chair) said the committee found Barnes "competent and capable" and ready to serve.
The presiding officer moved to consent to the governor's appointments as read. The Senate recorded a roll call and the clerk announced the result as 26 yays, 0 nays, with 3 senators absent; the Senate thereby consented to the slate of appointments.
Following business, the presiding officer reminded members that party leadership elections are scheduled before the next regular session and urged members to select leaders who will serve the interests of the state. Sen. Jenkins moved that the Senate adjourn sine die; the motion carried and the body adjourned.
No contested nominations or amendments to appointments were recorded during the session.
