The Utah Senate convened for a lengthy floor session that produced votes on a large slate of House and substitute bills and several committee reports.
On the second‑reading calendar the Senate advanced multiple measures to third reading, including first substitute House Bill 278 (public school seismic studies), first substitute House Bill 230 (emergency vehicle operator training), first substitute House Bill 292 (premium assistance under Medicaid and CHIP), and House Bill 142 (public lands policy coordinating office study). Several of the bills passed by roll call votes recorded on the floor. House Bill 278 passed second reading with 22 yeas, 1 nay and 6 absences. First substitute House Bill 230 passed with 19 yeas, 2 nays and 8 absences. First substitute House Bill 292 passed 21‑0 (7 absent). House Bill 142 passed and will be read for a third time.
Several bills carrying fiscal notes drew additional action. House Bill 50 (Dating Violence Protection Act) received 23 yeas, 1 nay and 5 absences on second reading but was moved to be tabled on third reading because a fiscal note attached to the measure totaled $151,600; senators voted to table the bill on third to await budget completion. Second substitute House Bill 118 (automatic external defibrillator restricted account) carried a fiscal note of $300,000 and was also tabled on third reading.
Other procedural and committee items were adopted, including a rules‑committee report that assigned a broad set of bills to standing committees and committee reports recommending interim studies for certain health measures. The Senate adjourned after referring SB288 (Uniform Agriculture Cooperative Association Act amendments) to Rules.
What happens next: Bills advanced to third reading will return for final consideration. Tabled measures with fiscal impacts may be rescheduled after budget action.
