Senate clears a package of consent-calendar and third-reading items, including health-discount and landfill measures

On Day 19 the Senate approved a number of committee-recommended and third-reading items by unanimous or near-unanimous votes: HB281 (health-discount program revisions) passed unanimously among those present (26–0–3), SCR1 (landfill permit) passed 27–0–2 and a substituted HB34 (In God We Trust license plate) passed 27–0–2; several other consent items were placed on the calendar.
The Utah Senate used its consent calendar and third-reading calendar on Feb. 14 to advance a series of largely noncontroversial bills and resolutions.
House Bill 281, a measure clarifying regulation of health discount programs and extending consumer cancellation rights from 10 to 30 days for unused programs, was described by Senator Adams and recorded as having received unanimous support among those present (26–0, 3 absent recorded).
SCR1, a concurrent resolution approving a Class 6 private landfill (5 Mile Recycling/Dunn Construction) on the Tooele County line, was described by Senator Hinkins; the body recorded 27 yea, 0 nay, 2 absent on the resolution and sent it to the House for its consideration.
First substitute House Bill 34 (special-group license plate — "In God We Trust") was presented by Senator Wyler and passed on roll call (27–0, 2 absent) to be transmitted to the House. Other consent-calendar bills and committee reports were adopted and several items were placed on the consent calendar for future consideration.
Votes and procedural notes were recorded by the clerk; committees recommended many items to be read for the second time and placed on the consent calendar earlier in the day.
