Senate approves multiple bills on consent and concurrence calendars; several measures sent to House

The Utah Senate moved several bills across the consent and concurrence calendars on Feb. 11, 2013, approving House Bill 14 and a slate of Senate bills (including SB34, SB44, SB50, SB56, SB146 and others) and returning them to the House or sending them on for further consideration.
The Utah State Senate cleared a broad set of measures on Feb. 11, moving items on the consent and concurrence calendars and approving several bills for transmission back to the House.
On the consent calendar the body passed House Bill 14, which changes the signature-threshold calculation for petitions to change the form of county government from gubernatorial-election turnout to presidential-election turnout; Senator Dayton said the purpose was to update the baseline and moved the bill. The clerk recorded 24 yeas and five absent, and the president ordered the bill signed and returned to the House.
The Senate also concurred with House amendments to Senate Bill 34, which standardizes a November election date for ballot propositions; Senator H. Stevenson explained a House amendment setting an effective date of July 1, 2013. The Senate recorded 29 yeas and returned the bill to the House for the speaker’s signature.
Other items acted on the floor included first-substitute and substitute bills moved by sponsors and committee chairs. First substitute Senate Bill 44 (construction trade licensing revisions) passed on a recorded vote, as did first substitute Senate Bill 56 after sponsors described technical changes and clarifications requested by counties and state agencies. Senate Bill 50 (DOT liability amendments) and several other committee bills were also passed following explanation from sponsors and recorded roll-call votes.
A number of bills were temporarily recalled or circled for technical corrections. Senators identified drafting or committee-amendment issues in House Bill 23 (HOV lane amendments) and moved to recall House Bill 281 (health discount program revisions) so the House may correct technical language.
Procedural notes: multiple first-substitute actions were resolved on unanimous or near-unanimous votes and several measures were ordered read for a third time per statutory process before transmission.
What happens next: bills that passed concurrence were returned to the House for the speaker’s signature or for further consideration as required; recalled bills will await corrected language from the House.
