Senate advances clean-air package: HB61 creates CARET fund and adjusts $200,000 appropriation

The Utah Senate passed House Bill 61 after floor amendment and explanation. Senator Vickers, filling in for the sponsor, moved Amendment 1 (in Senator Okerlund’s name) that changed a $200,000 funding line from ongoing to one-time and described creation of a CARET fund — Clean Air Retrofit, Replacement and Off-Road Technology — to provide grants and incentives to retrofit older vehicles with cleaner technologies and to include hybrid-electric vehicles in eligibility.
Senator Vickers said the bill stems from the governor’s office and the Division of Air Quality and aims to incentivize conversions to natural gas, gasoline alternatives, electric and propane technologies to improve air quality in Salt Lake and other urban valleys. After no questions, the Senate moved to suspend three readings and passed the bill by roll call (28 yeas, 0 nays, 1 absent).
