Senate approves resolution allowing medical waste incinerator to apply for relocation permits; five-year move deadline amendment fails

The Utah Senate moved HJR6 — a joint resolution authorizing a commercial non-hazardous solid waste disposal facility to apply for permits to relocate from its present North Salt Lake site to a proposed Tooele County site — and approved the resolution for transmission to the House.
Senator Stevenson explained the resolution starts the permitting process and noted that the company has a site in Tooele County and has met with local officials. Senator Robles introduced Amendment 1 to add a five-year deadline for the company to complete the relocation and to require a report if the move had not occurred after five years. Opponents, including Senator Stevenson and Senator Van La (Bridal), argued the state cannot impose the same deadline on permitting agencies and municipalities that the company alone would have to meet; they cited pending permits, potential litigation, and technical hurdles such as geological, water and air issues. Robles maintained five years is reasonable but acknowledged other agencies are not bound by the amendment. The motion to amend failed.
The Senate then suspended the three-reading requirement and passed HJR6 on final passage by recorded vote (27 yeas, 1 nay, 1 absent); the resolution will be sent to the House for signature.
