Senate passes Utah School Readiness Initiative after debate over funding and IEP-based cost avoidance

The Utah Senate passed House Bill 96, the Utah School Readiness Initiative, after adopting amendment 6 and extensive floor debate over funding, testing and projected cost avoidance.
Senator Urquhart, the bill sponsor, said the program targets impoverished children and those scoring two standard deviations below mean on an assessment for ages 3–4, who are at high risk of later special-education placement. Eligible children would receive a Weighted Pupil Unit (WPU) resource add-on of $2,600 per year, and the bill establishes a school readiness board to determine grant recipients and program administration. Urquhart described private business investments that would be repaid from avoided special-education costs if a child avoids entering an Individualized Education Program (IEP).
Opponents, including Senator Hilliard and others, questioned whether funds come from the general fund or education fund transfers and warned the proposal might bind future legislatures or fail to produce net savings if IEP calculations shift. Senator Madsen said $3 million was being set aside to cover future obligations. Senator Jones, speaking from personal experience with a child who had an IEP, urged support as a family-preservation measure.
After debate the Senate suspended the three-reading requirement and passed HB96; the floor record logged 17 yeas, 10 nays and 2 absences on final passage.
