The Hopkins School Board voted unanimously on Nov. 18 to adopt a written resolution renewing the district’s expiring operating referendum authority, relying on the board‑renewal option in Minnesota statute 126C.17 subdivision 9B.
Shelby McQuay of municipal advisor Ehlers briefed the board on the statute and the mechanics of renewal: a board renewal is permitted only for the exact same per‑pupil amount and term (or a lesser amount), and a revoke‑and‑replace to increase authority requires voter approval. The law includes a window that permits renewals in the two fiscal years before an authorization expires; the district’s current referendum was approved by voters in 2017 and is scheduled to expire after taxes payable in 2027.
After public comment and board discussion about timing, caps and fiscal continuity, the board waived a formal reading of the resolution and adopted it. The clerk was authorized to submit a copy of the resolution to the Minnesota Department of Education and to county auditors as required by law.
Roll call recorded the vote as unanimous. The resolution states the renewal will be applicable for 10 years beginning with taxes payable in 2028, subject to statutory provisions and any future lawful changes.
Next steps: the clerk will transmit the adopted resolution and the district will follow statutory notification steps; administration will incorporate the renewed authority into multi‑year budgeting and reporting.
