Utah Senate adopts rules committee report, amends SGR1 and sets STR1 for Feb. 13

At the start of the session President Niederhauser called roll and announced 25 members present. The body observed a moment of silence requested by Senator Valentine for two law-enforcement officers who had recently been ambushed and killed; President Niederhauser offered condolences to the families.
Clerk communications to the Senate included multiple House-transmitted bills (including HB 1, HB 10, HB 11, HB 13 and HB 27) and the rules committee recommended assignment of a number of bills to standing committees. Senator Valentine moved to adopt the rules committee report; the motion was presented on the floor.
Senator Okerlund introduced visiting small-business owners participating in the 'Day on the Hill' event and recognized the Small Business Development Center's statewide work advising roughly 2,300 clients.
The Senate resolved into a Committee of the Whole to hear U.S. Senator Orrin Hatch and later dissolved that committee to resume regular business.
On the third-reading calendar, action focused on SGR1 and STR1. Senator Harper offered Amendment No. 1 to SGR1 (distributed under his name), proposing to delete every instance of the words "fund and support, establish, or construct" to avoid calling on the federal government to spend funds. The amendment was treated as friendly and passed by voice vote.
Senator Reid successfully moved to lift STR1 from the third-reading calendar to a time-certain slot to align with a Native American Day event; the Senate scheduled STR1 for Feb. 13 at 10:30 a.m.
Announcements included an Office of Economic Development lunch invitation and a rules committee meeting to convene soon after adjournment. The Senate also recognized Senator Jones' birthday on the floor.
