Utah Senate adopts session rules, confirms governor’s slate of appointments 23-0

Niederhauser stating the Senate would meet Dec. 17 at 1:30 p.m. to consider the governor’s appointments. The clerk then read a Nov. 19, 2014, transmittal from Governor Gary R. Herbert listing appointments and reappointments to multiple boards and commissions.
Senator Van Tassel moved that the Senate adopt the 2014 general-session rules for use during the extraordinary session; members registered assent and the presiding officer announced a quorum of 24 senators present. Senator Hilliard moved to approve the appointments read by the clerk.
The appointments the Senate considered included nominations to the Private Activity Bond Review Board (Scott J. Bond to replace Kyle Kershaw; Ricky Hatch to replace Dennis Yarrington; Brian Evans Thompson to replace Michael Jensen; reappointments of Wayne C. Parker and James Paul Davidson); an appointment to the Southern Utah University Board of Trustees (Shannon K. Delaney to replace James S. Johnson); an appointment to the interstate commission on educational opportunity for military children (Brad C. Smith to replace Martell Menlove); a reappointment to the Board of Pardons and Parole (Angela F. Miklos); reappointments to the Utah State Fair Corporation board (including Roger Linden Beatty); and an appointment to the Utah State Retirement Board (Roger Donahue to replace Scott Berryessa). The Senate proceeded to a roll-call vote on the motion to approve the appointments. The presiding officer announced the result as 23 yays, 0 nays, with six senators absent; the motion carried and the appointments were confirmed.
After the confirmations the Senate briefly recognized December birthdays, accepted a motion to adjourn and concluded the extraordinary session.
The immediate effect is confirmation of the listed nominees to state boards and commissions; no additional policy actions or substantive debates on the nominations were recorded in the session transcript.
