Utah Senate adopts SR 1 to tighten floor rules and time limits

Sponsor Senator Van Tassel said the measure was intended as a “cleanup,” removing a postage requirement, recognizing standing committee rules, expanding a chair’s authority to preserve order and decorum, and formally adopting time restrictions for constituents and visitors. “Basically, it’s just a general cleanup that needs to be done,” Van Tassel said on the floor.
Supporters said the changes will make rules easier to find and apply in committee and on the floor and encouraged colleagues to bring the resolution to committee binders as a practical reference. The measure was passed under suspension of the rules; the President announced SR 1 received 28 yea votes, 0 nays and 1 absent.
The resolution will be enrolled with the Secretary’s office following passage. No substantive policy changes to statute were included; sponsors described the action as administrative clarification of Senate procedure.
