Utah Senate advances a slate of administrative, reauthorization and compact bills
Summary
On Day 8, the Utah Senate approved or advanced multiple measures on the third and second reading calendars, including SB24 (DFI cleanup), SB25 (resource development reauthorization), SB26 (Occupational Therapy reauthorization), SJR1/SB10 (putative-father registry interstate sharing), and others; the Senate also recognized visiting students and international guests.
The Utah State Senate considered a wide set of calendar items and advanced several measures across the third- and second-reading calendars.
On the third-reading calendar, Senators moved and passed a number of bills that were sent to the House for consideration. Senator Bramble described SB24 as an annual Department of Financial Institutions cleanup bill that addresses money transmitters and converts an administrative rule into code; the Senate recorded 26 yay votes, 0 nay, and 3 absent and sent the bill to the House. Senator Dayton explained SB25 reauthorizing the resource development coordinating committee; Dayton said it makes no policy or budget changes and the Senate voted 27 yay, 0 nay, 2 absent to send it to the House. Senator Harper moved SB26, extending the Occupational Therapy Practice Act sunset for 10 years; the measure passed with 0 nay votes and 4 absent, according to the roll call.
Senator Escamilla presented SJR1 urging interstate sharing of putative-father registry information and its companion (first substitute) SB10 to enact a compact to allow interstate sharing; SJR1 passed 27-0 with 2 absent and the first substitute to SB10 passed with 25-0 and 4 absent and will be transmitted to the House. The Senate also uncircled and ordered SB27 (health facility administrators licensing renewal) to third reading (26-0 with 3 absent) after committee presentation.
Senators recognized visitors during the session: Senator Il Motto invited Cottonwood Elementary students, and Senator Davis introduced an international delegation of roughly 20 visitors from countries including Argentina, Australia, Belgium, Botswana, Bulgaria, Chile, Colombia, Jordan, Liberia, Nigeria, China, Korea, South Africa, Spain, Sri Lanka, Tanzania, Ukraine and Vietnam.
Other procedural items included numerous committee recommendations read into the record and scheduling announcements; the Senate adjourned to 11 a.m. the next day.
