Utah Senate consents to governor's slate of appointments in brief extraordinary session

The Utah State Senate met in its seventh extraordinary session in October 2015 to consider and consent to a package of appointments transmitted by Governor Gary R. Herbert and approved the full slate by roll call.
The Secretary of the Senate read a proclamation from Governor Gary R. Herbert calling the Senate into extraordinary session at the Utah State Capitol in Salt Lake City "for the Senate to consent to appointments made by the governor to positions within the state government of the state of Utah since the close of the 2015 general session" and transmitting a list of nominees to a variety of boards and commissions, including the Waste Management and Radiation Control Board, the Air Quality Board, Snow College Board of Trustees and others.
The session opened with the Senate adopting the rules from the 2015 general session for use during the extraordinary session. Senator Van Tassel moved to adopt the rules and the motion passed unanimously.
Senator Mike Hilliard moved that the Senate "consent to the appointments as read" by the clerk. The Senate proceeded to a roll-call vote. Senator Adams recorded his vote as "aye," and Senator Dayton explained his affirmative vote, saying he had requested that the newly created Waste Management and Radiation Control Board be appointed in full rather than piecemeal. "I think it's a good board, and I vote aye with appreciation for their cooperation," Dayton said. The President announced the result as 25 yays, 0 nays, 4 absent, and declared the Senate had consented to the governor's appointments.
The appointments read by the clerk included multiple nominees to the Waste Management and Radiation Control Board, members for the Utah Navajo Trust Fund advisory rolls, appointments and reappointments to the Snow College Board of Trustees, the Utah Board of Aging and Adult Services, and other state boards and commissions. The Secretary's reading included transmittal dates in August and September 2015 for various items.
After the vote the President asked the appointed committee to wait upon the governor's representative to advise that the Senate had concluded its business. Senator Thatcher confirmed the governor had been notified. Senator Okerlund moved that the Senate adjourn sine die; the motion passed and the Senate adjourned.
