Senate passes UCAT governance bill on final passage vote

The Utah Senate voted to pass First Substitute Senate Bill 131, a bill amending governance for the Utah College of Applied Technology (UCAT).
The sponsor described the proposal as a "little realignment" intended to improve UCAT’s operations and noted Representative Ipsen will carry companion work in the House. The sponsor moved final passage on the floor, saying "with a little change I appreciate everyone who's been involved...we might be able to do even better things."
The Senate conducted a roll-call vote; the clerk announced that First Substitute SB131 "having received 24 I votes, 0 no votes, and 5 being absent, passes, and will be referred to the House." The bill was placed on its way to the House for further consideration.
The sponsor cautioned there may be additional work and possible return to the Legislature if House amendments are needed.
