The Utah Senate moved first substitute Senate Bill 201, a set of amendments for transportation network companies such as Uber and Lyft, and sent the measure to the House after a recorded vote.
Senator Bramble, sponsor of the substitute, said the bill "repeal[s] that language and instead, replace[s] it with a transportation network bill recovery fund, modeled essentially after the lien recovery fund." He told the Senate the transportation network companies were "on board" and that he was unaware of organized opposition.
The Senate cast a recorded vote under unanimous consent and the presiding officer directed that the vote be recorded in favor; the transcript records the floor tally as 17 yeas, 0 nays, and 12 absent before the bill was sent to the House.
Provisions described on the floor replace an earlier insurer-verification scheme with a state fund intended to provide recovery in limited circumstances; the sponsor framed the change as preserving consumer protections while simplifying the statutory compliance framework.
Next steps: SB 201 was transmitted to the House for further consideration where committee review and any amendments are possible.
