Senate adopts committee reports, places wide package on second-reading and consent calendars

The Utah Senate adopted standing committee reports and placed many bills on the second-reading and consent calendars, moving a broad package of legislation forward without extended floor debate.
Committee chairs reported favorable recommendations on measures ranging from tax and revenue policy and education to public health and local government transparency. Senator Van Tassel moved to adopt the committee reports and place the bills on the consent calendar; the motion passed on a voice vote.
Items placed on calendars included proposals on privileged tax amendments, municipal utilities, school funding and grading modifications, medicaid accountable care organizations, and amendments affecting local public transit districts. The Rules Committee also assigned a set of incoming bills to standing committees.
Several of the measures later received individual floor action or were read for third time later in the session (see 'Votes at a glance' below). The Senate adjourned after completing the day's designated business and set the next floor session for 10 a.m. the following day.
