The Utah Senate on the floor adopted Senate Concurrent Resolution 2, asking Congress to pass the Remote Transaction Parity Act to equalize sales‑and‑use tax treatment for similarly situated purchasers.
Senator Harper, the sponsor, said the resolution calls on Utah’s congressional delegation to cosponsor and promote the bill and argued the change would create a level playing field for in‑state merchants competing with out‑of‑state sellers. "We call upon Congress to pass without delay the remote transaction parity act to require similarly situated purchasers to pay the same sales and use taxes," the sponsor said on the floor.
Senator Hilliard voiced support on fairness grounds, noting that the taxes are owed and pointing to automatic rate adjustments that mean passage would not be a net tax increase for Utah. Senator Dabakis expressed strong support and urged the delegation to listen. Senator Weiner asked about litigation in other states; the sponsor summarized mixed court outcomes in New York, Illinois and Colorado and said the resolution is a federal request rather than a state law change.
The sponsor moved the resolution for third reading and the body took a roll-call vote that resulted in the resolution's passage.
The resolution is advisory: it urges federal action and asks Utah’s congressional delegation to support the Remote Transaction Parity Act; it does not change Utah tax law.
