He said approximately one‑third of the $78 million is cleanup funding not included elsewhere and listed priorities including $10 million for welding and Uinta Basin needs, air quality monitors, clean bus fueling stations, and investments in energy‑efficient buildings.
Stein described distribution of new revenue: of about $382 million in new revenue, public education received approximately $230 million (about 60%), higher education received roughly $62 million for operations and $31 million for buildings, and targeted raises were provided for high‑turnover positions and public safety roles. He also highlighted $40 million of Medicaid/CHIP reinvestments for homeless initiatives and juvenile justice reform.
On final motion the Senate agreed to pass SB 3; the presiding officer announced the bill had received 28 yea votes, 0 nay votes, and 1 absent and the bill was sent to the House for consideration.
