SALT LAKE CITY — The Utah Senate approved Senate Bill 45, which amends disclosure rules to require customers be notified twice annually that they are responsible for the water service line and lateral from the sidewalk to their home.
Senator Maine, sponsor of SB45, said the measure simply adds a notification requirement so that homeowners are clear about responsibility for the line and lateral. "It's just adding that customers will be aware twice a year that they're responsible for the waterline and the lateral ... to their home," Maine said.
There was no extended floor debate on the substance; the sponsor moved to pass SB45 and a roll-call vote was held. The clerk announced the result as 28 yea votes, 0 nays and 1 absence, and the bill will be sent to the House for consideration.
Supporters described the bill as informational and aimed at making customers aware of maintenance responsibilities rather than creating a new fee or liability beyond existing law.
