SALT LAKE CITY — The Utah Senate took up House Bill 32, an interim bill from political subdivisions that modifies requirements for assessment areas, including requiring the formula used to calculate assessments be included in notices and clarifying that designated properties are assessed their share.
Senator Thatcher, sponsor on the floor, described the change as part of the notice process and said he incorporated language at the request of law enforcement to make clear that fees tied to other violations — such as expired registration or equipment violations — are not waived by the measure. "It's about safety rather than revenue," the sponsor said when explaining the 'fix-it' provisions that allow certain violations to be corrected for a waived fee under specific conditions.
Senator Thatcher waived summation and moved final passage. The clerk recorded 26 yea votes; the bill will be returned to the House for further processing.
The Senate did not record any amendments to the bill on the floor other than the substitution that incorporated law enforcement clarifications. No fiscal-note change was reported on the substitute during the floor discussion.
