Senate backs election-law timeline amendments, clerks to work with Elections Office

The Utah Senate voted to send Second Substitute Senate Bill 114 (election-law amendments) to the House after discussion about primary-election timelines and local clerk capacity.
Senator Bramble, floor sponsor, said he had met with the Elections Office and county clerks and acknowledged the timeline in the bill required additional work. He said clerks had proposed moving the primary to the first Tuesday in June or adjusting scheduling parameters to make administration feasible and urged the House to continue work on timing.
“There's a need for some additional work on the timeline,” Bramble said on the floor, and he urged support for the bill so the House could continue the process. Several senators expressed support while noting outstanding clerks’ concerns. Senator Wyler said he voted aye but hoped the House would amend the bill to address recount and pre-runoff litigation risks.
The Senate recorded 23 yea votes, 0 nays and 6 absences on Second Substitute SB114 and transmitted it to the House. Sponsors said they expect clerks and the Elections Office to reconcile operational details and that further amendments could be considered on concurrence.
