Senate approves expanded incarceration-reporting bill after sponsors cite inmate deaths

The Utah State Senate on March 7 passed the fourth substitute of Senate Bill 205, authorizing an expanded set of incarceration reports aimed at collecting information to review inmate deaths and facility practices in county jails and state prisons.
Senator Weiler, one of the conference committee members, said he and Representative Carol Moss worked together for months after a "dramatic increase" in inmate deaths in county jails and state prisons. He explained that language from House Bill 410 was substituted into SB205 to create a single, strengthened statutory vehicle. "The beefed up 4 substitute senate bill 205 will collect a lot of information so that next session we can look at what, if any, policy changes need to be made," Weiler said.
Following floor explanation, Senator Weiler moved passage. The clerk announced by roll call that the fourth substitute to SB205 "received 28 yay votes, 0 nay votes, 1 being absent," and the bill will be sent to the House for the speaker’s signature.
Sponsors framed the measure as a data-collection step to inform future policy considerations rather than an immediate programmatic overhaul. The Senate recorded no floor amendments to the fourth substitute during the proceedings on the record.
