Utah Senate adopts standing rules and keeps short-title reading practice

On opening day the Utah Senate voted to continue previously adopted rules and to maintain the practice of reading only bill short titles unless a majority orders otherwise; both motions were approved unanimously and recorded in the journal.
The Utah State Senate on Jan. 19 adopted a motion to continue its existing rules until the chamber adopts new rules for 2018 and approved a separate motion to continue the practice of reading only short titles of bills and resolutions unless a majority of the Senate directs otherwise.
President Niederhauser put the motions to the Senate. Senator Okelund moved that the Senate "vote to express appreciation to Elder Michael Ringwood ... and to have his words spread upon the pages of the Senate" and that other ceremonial recognitions proceed; the motion was made on the floor prior to consideration of the rules. Later, a motion (introduced as continuing the 2017 extraordinary session rules) was called for a vote and senators answered with a series of vocal "Aye" responses. The presiding officer announced the motion passed unanimously.
A subsequent motion to continue the short-title reading practice was put and likewise met unanimous assent. The transcript records multiple "Aye" calls; individual member vote tallies were not enumerated in the transcript beyond the collective vocal responses recorded on the floor.
These procedural decisions were recorded for the Senate journal and will govern how bills are introduced and read during the session unless superseded by new rules later in the 2018 general session.
