Utah Senate consents to governor—s appointments, separately confirms Paul R. Garver to lead DHRM

The clerk read a long list of nominees and reappointments to state boards and commissions under Utah Code 67-1-1 and -2 and the governor—s proclamation invoking Article VII, Section 6 of the Utah Constitution. Nominees included appointees to the Central Utah Water Conservancy District Board of Trustees, the Jordan Valley Water Conservancy District Board, the Board of State History, the Real Estate Commission, the Utah State Retirement Board and the Permanent Community Impact Fund Board, among others. Committee chairs reported unanimous or favorable recommendations for several candidates, including Marie McClelland, Calvin Musselman, Jaquel Larson (Board of Regents), Dean Baker, Andrea J. Moss and James T. Evans.
Senator Sarah Hilliard moved that the body consent to the slate as read. Senator Davis sought a division of the motion and requested that the nomination of Paul R. Garver be considered by separate roll call. The Senate voted on the consent slate (excluding Garver) and the presiding officer announced 26 yeas, 0 nays, 3 absent, recording the slate as consented.
The chamber then held a separate roll-call vote for Paul R. Garver as executive director of the Department of Human Resource Management. Senator Davis explained his opposition, saying he had spoken with the nominee and was concerned by Garver—s remarks and record toward organized labor. After the roll call the presiding officer announced the result: 21 yeas, 5 nays, 3 absent; Garver was confirmed.
The confirmations concluded the Senate—s stated business for the extraordinary session. The presiding officer congratulated the confirmed appointees and directed committees to notify the governor—s representative that the Senate had concluded its business.
