Utah Senate unanimously consents to slate of gubernatorial appointments, adopts session rules

The Utah State Senate met in its tenth extraordinary session and unanimously consented to a series of appointments transmitted by Gov. Gary R. Herbert and adopted the 2018 Senate rules for the session.
The reading clerk presented a proclamation invoking Article 7, Section 6 of the Utah Constitution and Utah Code 67-1-1 and 67-1-2 to call the Senate into extraordinary session for the purpose of considering gubernatorial appointments. The clerk read a list of nominees and reappointments, including Tiffany Larkin Wilson (reappointment) to the Dixie State University Board of Trustees; Merilee Y. Iyer to the Southern Utah University Board of Trustees to replace Matthew Cannon; Wade B. Garrett to the Quality Growth Commission; reappointments to the Great Salt Lake Advisory Council for Don J. Leonard, Jeffrey D. Scott, Daniel H. Tuttle and Leland J. Myers; Patricia Henry Barris to the Utah Digital Health Service Commission; Sarah Woolsey to the Health Data Committee; Alan K. Ormsby reappointed; Lara O. Houston reappointed to the Utah State Retirement Board; David P. Donegan to the School and Institutional Trust Lands Board; and Brad R. Baldwin to the State Board of Financial Institutions. The clerk also read interim designations: Mike Hadden as interim manager of the Utah Department of Corrections and Michael J. Balas as interim commissioner for the Utah System of Technical Colleges.
Senator Hilliard moved that the Senate consent to the appointments "as read to us by the reading clerk." The clerk conducted a roll-call vote; the presiding officer announced, "Having received 20 yay votes, 0 nay votes and 9 being absent, the Senate has consented to the governor's appointments." The session had earlier adopted the 2018 Senate rules for use in this extraordinary session by affirmative response during the record.
The session concluded after a brief personal-privilege recognition and an official citation honoring disability-rights advocate Barbara Toomer; members then moved to adjourn.
