Senate recalls, corrects technical errors and sends school-fee revisions back to House

Later on third reading Senator Henderson said the second substitute "incorporates all of the Senate amendments into the bill. It doesn't make any policy changes. It just incorporates everything into a nice clean package." The Senate then voted to pass the second substitute (25 yea, 0 nay, 4 absent) and the bill will be returned to the House for the Speaker's signature.
Senators emphasized the change was technical; sponsor and floor managers said the revised text clarifies what constitutes a school fee and confirms that such fees are waivable. The Senate's action sends the corrected bill back to the House for final action.
