Senate passes third substitute SB161 with technical clarifications to medical-cannabis law

The Utah Senate unanimously approved a third substitute to the Medical Cannabis Act that its sponsor described as a "compromise bill" addressing technical clarifications for the emerging program. Sen. Gene Escamilla said the substitute clarifies employer protections, transportation rules, testing steps before consumer distribution, blister-package bar coding and restrictions on database vendors to avoid conflicts of interest.
The bill also includes workers' compensation language and a temporary decriminalization window for parents, guardians and spouses purchasing medical cannabis while the patient card system is established. Escamilla said the proposal reduces ambiguity in implementation and waived summation before the chamber called the question.
The roll call showed overwhelming support: the third substitute passed by a recorded vote of 28 yeas, 0 nays and 1 absent. The bill will be sent to the House for its consideration and expected committee follow-up on implementing rules and oversight.
What comes next: The bill proceeds to the House; implementing rule-making and vendor oversight language will require administrative follow-up to the relevant state agencies.
