Senate adopts standing rules and suspends long-title readings for bills

Salt Lake City — On the opening day of the 2019 Utah legislative session the Senate moved quickly to set its internal procedures. Senator David Buxton offered a motion to adopt the same Senate rules, joint rules and internal rules used in the previous session "until such time as new rules may be adopted by the 2019 general session," and the chamber adopted the motion.
Citing the Utah Constitution and the legislature's joint rules, Buxton also moved that the Senate continue the practice of reading only the short title of bills and resolutions when introduced or considered on the calendar, and not read the long title unless a majority of the Senate requests it. The presiding officer confirmed the motion passed by the two-thirds majority required under the constitution.
Those procedural actions were presented to establish the order of business for the 2019 session and to allow senators quicker access to the calendar for review of bills during the day.
