The Utah Senate made several procedural and voting decisions during its March 10 session beyond the debates on H.B. 364 and H.J.R. 15.
House Bill 459 (fifth substitute), described by Senator Hilliard as a measure to allow banks to place temporary holds on suspicious international transfers from elderly customers and to notify account holders or authorities, passed the Senate under suspension of the rules with a roll-call result of 22 yea, 0 nay and 7 absent. Hilliard said the measure is optional for banks and includes limited liability protections.
The Senate also reconsidered and substituted Second Substitute House Bill 283 (Outdoor Adventure Commission). Senator Collamore moved to uncircle the bill, the body deleted the title and body of the second substitute and replaced it with a third substitute; the motion passed and the third substitute was circled for future floor action.
Floor leaders additionally moved to lift a slate of House bills from the rules and place them on the second-reading calendar after House Bill 206; the lifted bills include House Bills 40, 106, 154, 244, 367, H.J.R. 14, 141, 161 and 183. Senators scheduled fiscal-note work for the following morning and adjourned until the agreed start time.
