Senators voted 26–0 (three absent) to pass a first substitute to House Bill 16, which Senator Hilliard described as a clarification that expands references from "lunch" to "meals" in statute governing school meal programs. "Again, what the bill does is expand the word lunch to meals," Hilliard said, explaining the substitute was intended only to clarify prior language.
The chamber approved House Bill 26, which Senator Harper said ensures funds allocated for the Jordan River Recreation Area are directed to the Division of Natural Resources (DNR) and makes those funds non‑lapsing; the bill passed 27–0 (two absent) and will be returned to the House for the Speaker's signature.
Senator Hinkins described House Bill 20 as an administrative change giving the Public Service Commission 30 days' public‑hearing notice instead of 20. After discussion, the Senate passed HB 20, 26–0 (three absent), and the measure will be signed and returned to the House.
Other measures acted on the floor included designation of the Fort Douglas Military Museum as the Utah State Military Museum (House Bill 44), adoption of a resolution to form a commission for the U.S. 250th anniversary (House Concurrent Resolution 1) and passage of a House Joint Resolution recognizing Canine Veterans Day (HJR 4). House Bill 79, adjusting timing language for parent‑time around school holidays, also passed.
