Sen. Harper presented first substitute Senate Bill 65, calling it the annual child‑welfare cleanup bill. He said the changes implement federal Family First legislation, reflect court decisions and update Department of Child and Family Services procedures. Notable provisions include clarifying which employees must file certain items with the court, revising how runaway or delinquent children are classified and assisted, updating priority and placement qualifications, and requiring a review of foster‑care reimbursement rates every three years.
Sen. Harper told the Senate the bill also clarifies standards for placement of children in removal situations and requires process updates within DCFS. With no floor objections, Sen.
