Senate floor roundup: committee reports, house communications and calendar moves
Summary
On day 8 of the session the Utah Senate received communications from the House, approved rules and committee reports, moved base budget bills to the top of third reading for tomorrow, returned SB 8 to rules, and adjourned until 11 a.m.
The Senate opened with an invocation and roll call, after which Clerk Megan Allen read communications from the House noting passage of HB 38 (substance use and health care amendments), HB 45 (veterans education amendments), HB 50 (tax exemption for construction/unoccupied property), HB 53 (tangible personal property tax revisions) and HB 79 (parent-time amendments). President Adams said those House-passed bills will be sent to the rules committee for consideration.
A rules committee report listed assignments of a number of bills to standing committees; the Senate approved the rules report on a voice vote. Standing committee chairs then reported favorable recommendations on an array of bills across Health & Human Services, Business & Labor, and Education committees.
Near the end of floor time members moved several base budget bills (Senate bills 1, 4, 5, 6 and Senate joint resolution 7, plus Senate bill 7) from the second-reading calendar to the top of the third-reading calendar for the next day, a motion that passed without opposition. Senators also moved to return Senate Bill 8 (state agency and higher education compensation appropriations) to rules; that motion passed and SB 8 will be handled in rules committee.
Senator Ibsen reminded colleagues that appropriations requests are due by Thursday and may be submitted in writing or online. Senator Buxton announced a rules committee meeting immediately after floor time. The Senate adjourned until 11:00 a.m. tomorrow.
