SALT LAKE CITY — A Rules Committee report that would assign multiple Senate bills to standing committees drew brief floor controversy before being adopted in corrected form.
Initially, a motion was made to amend the Rules Committee report to remove several bills from the report because errors or incomplete materials were identified. The Senate voted to remove those bills and sent them back for fixes. Committee chair David Buxton later presented a corrected Rules Committee report listing committee assignments (for example: SB 54 to Business and Labor; SB 39 to Economic Development and Workforce Services; SB 31 to Business and Labor for safety inspections on secondhand vehicles; SB 65 and SB 67 to Health and Human Services; SB 41 to Revenue and Taxation; SB 77 to Sales & Use Taxation; SB 71 to Transportation originally). The motion to approve the corrected report passed by voice vote and the clerk announced the listed bills will be assigned to the read committees.
Notable procedural actions: Earlier in the morning the Senate removed a set of bills from the committee report (motion carried) to allow the Rules Committee to reconvene and correct assignments; after correction the revised report was approved. Senator Buxton noted SB 71 (Impound Fees Amendment) was not in possession at the time and moved to remove it from the list until it could be provided; the Senate will place SB 71 on the next day's list once the bill is in hand.
What this means: Bills read for first time will be sent to Rules for assignment and committee review; affected bills were publicly announced on the floor and routed to the committees listed in the corrected report. The Senate returned to other business and adjourned until 11 a.m. the following day.
