During a special session the Utah State Senate received messages from the House reporting passage of three bills related to COVID‑19 and pandemic response and subsequently adjourned.
Speaker 2 told the chamber, "Mr. President, the house concurred in the Senate amendments and passed second substitute house bill 3,005 pandemic and emergency response act by representative Gibson" and said the measure had been transmitted to the Senate for the president's signature. Speaker 1 confirmed the bill would be signed by the president and returned to the House.
Speaker 2 also reported two additional House actions: "the house passed second substitute senate bill 3,006, COVID 19 financial relief funding by senator Fillmore, which is, signed by the speaker and transmitted for the signature of the president," and that "the house also passed first substitute senate bill 3,007, COVID 19 provisions by senator Cullimore, and this has also been signed by the speaker and has been transmitted to the signature or to the senate for the signature of the president." Speaker 1 said those bills would be signed by the president and sent to staff.
Later in the session Speaker 3 said, "I would make a motion that the senate adjourn, sign, and die." The presiding speaker called for the vote; members indicated "Aye," the presiding officer determined the motion passed and the Senate adjourned.
No roll‑call vote totals or additional debate on the bills were recorded in the transcript. The House statements in the Senate record indicate the three measures were passed by that chamber and transmitted for the signature of the Senate president; the transcript does not record Senate debate on the bills or any amendment votes in the Senate prior to adjournment.
