Senate passes broad package of bills on third reading; many measures moved to the House
Summary
On Feb. 3, 2021, the Utah Senate approved a series of third-reading measures ranging from administrative rules reauthorization to public-safety and child-welfare changes, recording final passage on multiple bills and sending them to the House for consideration.
The Utah State Senate on Feb. 3 passed a large package of bills on third reading and sent them to the House for consideration.
On the calendar were measures that the Senate approved with recorded roll-call votes, including Senate Bill 72 (open and public meetings amendments), Senate Bill 12 (annual reauthorization of administrative rules), and a procedural change in Senate Joint Resolution 6 to convert a concurrent resolution to a joint resolution if the governor does not concur. The Senate also approved bills addressing medical-cannabis implementation deadlines, child-welfare technical changes, workplace protective orders, and emergency-services certification requirements. President Adams announced results on the floor as each measure passed and directed transmittal to the House.
Several bills recorded the following outcomes on the floor: House Bill 49 (Commercial Interior Designers Act amendments) was approved on the consent calendar; Senate Bill 72 passed and will be sent to the House; Senate Bill 12 passed reauthorizing administrative rules; and multiple other bills were passed in unanimous or near-unanimous votes and will be transmitted to the House. The Senate recorded standing committee and rules committee reports earlier in the day before moving to the consent and third-reading calendars.
Floor consideration on Feb. 3 was largely procedural and routine: committee reports were approved, several bills were substituted or amended on the floor, and roll-call votes were held for third-reading passage. Several bills that received minimal floor debate were nevertheless reported as having passed and will now be considered by the House.
The Senate adjourned until 2 p.m. the same day.
