Senate approves bill to establish two state parks including Utah Raptor State Park near Moab

Second substitute House Bill 257 passed the Senate after sponsor Senator Hinkins described the measure as creating two state parks, one to be called Utah Raptor State Park near Moab (on land near Dalton Wells, much of it purchased from state institutional trust lands) and one to reopen Lost Creek as a managed state park with organized camp spots. The floor substitute also limits hunting in those parks to waterfowl in specified areas.
Senator Hinkins said the trust lands parcels experienced problems with camping and abuse and that state-park designation would provide better management. Under suspension of the rules, the Senate approved the substitute bill by roll call: 25 yay, 0 nay, 4 absent. The measure will be returned to the House for further consideration.
