Senate passes HCR 7 honoring Luana Lou Shurtleff; dozens of bills read for first time

Senator Milner moved consideration of HCR 7 after the House transmitted the resolution. Senators voted to suspend the constitutional three-reading rule and other rules to consider the measure immediately. “Under suspension of the rules, I move that we pass HCR 7,” Milner said. The Senate took a roll‑call vote and the clerk recorded 28 'aye' votes, 0 'nay' votes and 1 absent; the resolution passed.
The resolution recited Representative Shurtleff’s life and public service, including her long career in education and her tenure in the Utah House, and directed that a copy be sent to her family. The clerk read the resolution text into the record before the vote.
Following the resolution, clerks read a wide slate of bills and joint resolutions for first reading. Items listed included budget bills (SB 5, SB 6, SB 7), policy measures (SB 34 on governmental use of facial recognition technology; SB 49 mobile voting pilot project), tax proposals (SB 25 corporate tax amendment; SB 26 property tax relief amendment; SB 95 sales tax revisions) and numerous other proposals affecting public safety, health, education, local government and administrative rules. The clerk indicated bills read for the first time will be sent to the rules committee and placed on the second‑reading calendar as appropriate.
Committee and scheduling announcements followed: a rules committee meeting was set for noon to consider the bills, and the Senate recessed for lunch to reconvene later in the day to continue bill work.
