Senate shortens waiting period for home solar installations to four business days

Senators on Feb. 29 adopted Amendment 3 to Second Substitute House Bill 215, reducing the minimum waiting period before a home solar installation may begin from seven days to four business days. Sponsor Senator Sandel said the change aligns installer start times with the three‑business‑day right that homeowners have to cancel certain contracts, preventing installers from beginning physical work before a homeowner’s cancellation window has closed.
"This makes it more concurrent with the 3 business days that a homeowner has to back out of a contract," Senator Sandel said in explanation on the floor. Senator Weiler clarified that the amendment changes "7 days to 4 business days," and the body adopted the amendment by voice vote. After adopting the amendment, the Senate passed the bill and returned it to the House for further consideration.
The amendment’s sponsor described the change as a consumer‑protection measure intended to prevent a company from selling a solar system one day and beginning installation before the homeowner could reconsider. The bill as amended moves on to the House for any follow‑up action there.
